Who we are

Parsons Green 1962 Ltd was set up by Jamie Gibbs to provide specialist advice across all areas of customs and excise duties and on obtaining and maintaining an Authorised Economic Operator (AEO) Licence. Jamie has an extensive CV gained over 35 years. Working initially as an Officer in Her Majesty’s Customs and Excise (later to become HMRC) Jamie then went on to spend ten years in Practice, working for two of the “Big 4”. He then spent ten years in the Oil Industry working for BP. During that time he advised a number of BP Group Companies as well as representing BP on the World Customs Organisation’s Private Sector Consultative Group, the FuelsEurope Tax Issues Group (which he chaired from 2012 to June 2014) and the joint Industry/HMRC Biofuels working group. He also represented UKOITC (the UK Oil Industry Taxation Committee) on the joint Industry/HMRC working group rewriting excise warehousing guidance and FuelsEurope at the EU Commission’s Excise Contact Group, in particular working with the Commission on the introduction of EMCS (the Excise Movement and Control System). In February 2015 Jamie joined ASOS to obtain Authorised Economic Operator (AEO accreditation) for them in respect of customs simplifications and safety and security. As part of this he carried out Risk and Threat Assessments for ASOS’s HQ and their customs warehouse operations. He also looked into the possibility of obtaining “Known Consignor” accreditation in respect of ASOS’s shipments by air and the requirements for “Denied Party Screening”. He advised on how the Union Customs Code changes will impact ASOS, specifically in the areas of customs valuation and warehousing and advised on the introduction of a compliant export process for exports out of ASOS’s German Fulfilment Centre and obtaining customs warehouse approval for the site. He also provided training on tariff classification and on-going tariff classification advice to ASOS’s Buyers and Merchandisers.

Jamie’s proudest achievements over the past 35 years include advising Hoverspeed in their successful High Court action against Customs in 2002, helping the Commission implement an EMCS system that worked and chairing FuelsEurope’s Tax Group. He was also instrumental, whilst Chair of the Tax Group, in avoiding potential additional customs duty costs of €200 million per annum for the European Oil Industry following a change in interpretation of a Tariff chapter Note by the EU Commission. For a time Jamie was also an Examiner for the Institute of Indirect Tax whilst most recently he was a member of the Indirect Tax Team at ASOS that won the 2016 International Tax Review European In-House Team of the Year – Indirect Tax award.
